does this do 16 shadow damage or 67?

Feast of Corruption:
Target foe and all adjacent foes are struck for 16-67 shadow damage. You steal 8-34 health from each struck foe who is suffering from a hex.

16 is when you have Curses at level 0, and 67 is when it is at level 12. Its just a range.
